The Project
The Metrowest scheme will reconnect Bristol and Portishead by rail, providing the capability to introduce an hourly (or better) passenger service between Bristol Temple Meads, Pill, and Portishead along the Portishead single line [ELR: POD].
The scheme includes:
- A new station at Pill
- A new station at Portishead
- Track works extending from Ashton Gate Level Crossing (121m 18ch) to Portishead Station (129m 30ch)
Role Overview
We are seeking a Managing Quantity Surveyor to lead the commercial management of the Metrowest scheme.
You will be responsible for managing and controlling all commercial aspects of the project, ensuring accurate reporting, subcontract management, risk mitigation, and cost efficiency. You will supervise, support, and develop a team of surveyors, while providing guidance on commercial strategy and best practice.
Key Responsibilities
- Lead and manage the commercial performance of Target Cost contracts
- Provide accurate financial reporting on individual projects and across your remit
- Place and manage subcontracts in line with main contract requirements and company policies
- Monitor subcontractor and internal performance against programme and budget
- Ensure accurate and consistent forecasting and reporting across projects
- Implement and monitor commercial systems and procedures
- Advise surveyors on maximising value and minimising costs
- Lead on risk management and support project teams with commercial decision-making
- Manage, mentor, and develop a team of surveyors, setting and monitoring objectives
- Support training, development, and succession planning within your team
- Ensure compliance with Morgan Sindall standards, health and safety requirements, and industry best practice
Skills, Experience and Qualifications
We’re looking for a Managing Quantity Surveyor with significant experience in commercial management within the rail or civil engineering sector.
You will bring:
- BSc or HND in Quantity Surveying (or equivalent commercial discipline)
- Preferably chartered status (CIOB or RICS)
- Relevant CSCS card
- Strong experience managing Target Cost contracts and subcontract procurement
- Proven ability to lead commercial teams and develop junior staff
- Comprehensive knowledge of the monthly measurement cycle and reporting processes
- Commercial awareness of supplier markets and contract commitments
- Strong leadership, communication, and risk management skills
- Experience working for a contracting organisation, ideally within rail or infrastructure
